HONGKONG. 17th. May, 1917.

With reference to my Despatch Confidential

of the 29th. April, 1916, I have the honour to inform you that 16 the Siemens China Electrical Engineering Company (Hongkong)

Limited, will be wound up voluntarily as soon as may be after the 1st. June, on the terms contained in a letter from the Attorney-General to the General Manager, dated the 3rd. April, 1917. I enclose a copy of this letter.

The question of the desirability of ap- -pointing a liquidator of this Company under the Alien Enemies (Winding up) Ordinances had already engaged the attention of the Government, and paragraph (g) of the sub-section (1) of section 5 of the Alien Enemies (Winding up) Amendment Ordi- -nmce, 1917, Ordinace No. 11 of 1917, was drafted with special reference to the case of this company, though it was based on sub-section (1) of section 1 of the Trading with the

Enemy Amendment Act, 1916, 5 and 6 Geo. 5, c. 105. No decision had been come to at the time with regard to the company in

question, but it was felt that it would be advisable that the Governor should possess this power even if it were not necessa- -ry to use it in the case of this company.

Before the above Ordinmce was passed, Mr.

Munton, the General Manager of the Company, called on the
